I actually did make half of it with MS paint, but as for putting stuff like the cross, pen, BIC logo, treaty, triforces, supernova and recoloring, I used GIMP. The text was all put in with paint. Putting in text sucks in GIMP.
You also have to add things in as layers, rotate them, etc.
