Fire. It's in the best shape at the end of the series. Better tech, better unity, better naval force, only air force on the planet, and unlike every other nation, it hasn't experienced near-total destruction and mass slaughter. The Air Nomads were completely wiped out. The Water Tribes are pathetically few in number and dieing on the edge of the world. The Earth Kingdom has suffered countless casualties and bore the brunt of the Fire Nation's offensive for most of the century. They are divided, easily corrupted, and most of the nation is reeking of poverty. The Fire Nation has inacted many crimes against the world, but as a state it is the richest and most advanced.
