I don't think it's that obvious really, it's not even conclusive proof.

Unless of course I'm thinking about something else.

It never says he did, really. Due to the fact that Wind Waker states that the other hero went on another quest and lost his Triforce, and that the hero never returned from his journey to save the land from Ganon's second conquest, most can safely assume that the Hero of Time just wasn't destined to return to Hyrule after Termina's saving.

Also, at the end of Majora's Mask, Link is only shown finding his way back. Nothing of Hyrule is shown.
