EDIT: The Chat Rooms #Hyrule_Rules! and #ZeldaTrivia have been drop/deleted/whateveryoucallit. So...yeah. Try #Hyrule instead.

Everytime we had set up the modes, they were taking off. Our room was registered. We had put +s and +k on it and everytime we came back the modes had been taken off.

That's because you haven't used the command: /chanserv set <#channelname> mlock <modes>.
