I see nothing on wikipeida's action replay article that says they are illegal. They still sell them at best buy and other places so they must not be.

I have to agree with arcticfire, They are most certianly not Illegal. Game cheating devices have been around almost as long as video games. I had a "Game Genie" for my NES and Genesis. A Gameshark for my N64 and an Action Replay for my Gameboys and DS.
