SO.

I did this glitch and was walking around. Found something interesting.

Time is still flowing, as shown in the second picture (as well as the video on page 1). Although a bit glitchy.

Third one is the small thing in the sky on the videos. Took a while to fly up there. (Used an emulator. Couldn't be bothered to bring out my N64.)

The swamp shooting gallery dude is still in the swamp, as well as the camera dude. Dog race woman is still at the ranch.
