Testing new news type

This is a test. I am adding the ability to post news to the front page that only shows the title. This will be good for things like site news or lesser news stories, or stories which are approaching being off-topic. Hopefully this will allow for more news to be posted that we previously didn't post since it wasn't exactly on topic.
