Gamemakers do that all the time, it's just a way of saving time on creating full models.

Another thing, slightly off topic, in TP the girl who runs the fishing pond says she is related to the owner of the one in OOT.

If you look at her straight after she says that (look at the fisherman's picture on the wall) she does the same thing as him.

Also, totally off topic, try rolling into her bird's cage 3 times. She gets as angry as the Mask Salesman in MM after he turns you back into a human.
