The guy at the dock you buy a treasure map from says to take your treasure to the treasure teller. Who is this and where is he?

his hut is on that island in the main section, north of the docks. if you are still early in the game his shop will not be open yet, but the price he pays for items chance daily, so wait until hes buying for a lot!

Really? Where'd you get it. I've killed Bellum four times and gone all the way through the Ocean King Temple defeating all of the phantoms twice.
