All the game guides say you have to get into his house and put out the fire, shrink and get a power ring eventually. You do this after getting the first library book. I have returned the first book and talked to everyone in the library, including the Minish, but I still can't get in this house. Is there something else I need to do? Thanks.

Get to his house and try to enter the door at regular size. You can then go into his house and put out the fire.

Also, make sure you've talked to the dog in front of the stairs at small size so that he moves out of the way.
