How can 3.24 mB be even considered unwanted space.

When you minimize mIRC, it goes into your tray, which is at the bottom right and then you double click the icon for mIRC. You may need to expand it to see it. You can also disable this option by going to Tools > Options > Expand "Display" > Options > Click "Tray" > Check box for "Place mIRC in tray when minimized".
