Cap and Trade to start in California-2012

Cap and Trade, a system of allowing industry a certain number of "carbon credits" is set to start in the state of California in 2012. This system would allow individual companies carbon credits, and allow them to trade unused credits amongst themselves.

No, it doesn't, till you realize that the companies affected don't need to operate in the state.

Oh boy, Califonia's economy is in the crapper, and they just keep pulling the handle.

Exactly. They are going to push all their production industry outside the state, possibly outside the country, with limited exception of what needs to be on site, such as concrete, which is getting exempted anyway.
