...But that wouldn't make any sense! Why would Rauru willingly GIVE Ganondorf the Triforce of Power? Either Ganondorf stole it and threatened the sages, or Rauru went out on a limb and gave it to him (sarcasm induced!). Personally, #1 seems more sensible.
