I'm BACK!!!!!!!! yes I may have been grounded by the owners of the foster but I'm baaaack! I just had to tell them off like they deserve it and well here I am! well anyway back to the point!

What Internet Service provider do you have???

if you have a router unplug the power from it and let is rest for 1-5 minutes sometimes it helps...

This is not computer help actually, but anyway...

I downloaded Project 64 and the OoT rom (Yes, I own the game.) but when I run it it... well, it runs very slow. The graphics are perfect but the sound is kind of messed up.

What should I do?

Almost all N64 games run slowly on computers. They take alot of the computers strength to run, and it takes a powerful computer for it to run fairly smoothly. It may run faster if you lower the graphics or mute the sound.

I would suggest trying a different emulator, but I know Project 64 is one of the best ones for N64 roms.

The weird thing is that I had downlaoded it before and it worked a lot better. It still lagged a bit, but not like it's lagging now.

k, now that I know that you have charter "highspeed Internet" it's probably going to happen a little bit because it can be because they are updating their server which happened to me during that time... what state do you live in?
