I'm guessing it's calculating how happy the average citizen feels about living in their country based on things such as the actions of their government and standard of living into consideration.

Oh please, those things are never accurate. People in countries with tyrannical governments are too afraid to complain. Especially if armed guards travel with the people conducting the surveys.
