Without a shield is hard, but often a back flip works quite as well with melee enemies. I do it with those wolf things. (don't have go at me, I haven't played OoT in 2 years)

I think you do need the Fire Arrows, actually.I didn't get the Fire Arrows the first time through Oot,

and found out that you need them to burn a web on the roof of a room in Ganon's Castle. I tried using bombchus and Deku sticks to reach it, but then I realized I needed the fire arrows.

Or, you could wait to get the fire arrows until you really need them.

You could also use Din's Fire, but if you don't get either then ya it would be impossible
