I don't know how to say this without punching you. But cell shading is just anything that uses flat blocks of color to shade. It doesn't have to just be two shades total. Cel-shaded things are cel-shaded. You don't call something cel-shaded. In Twilight Princess, the water had a very small amount of shades, like a hand drawing.
