It's two.

9 +3 = 12

12 x 2 = 24

48/24 = 2

You have to first do parenthesis. So that gives you 48 / 2 * 12

Then, you just go from left to right.

48/2= 24

24*12= 288

288 is your answer.

Rule 1: First perform any calculations inside parentheses.

Rule 2: Next perform all multiplications and divisions, working from left to right.

Rule 3: Lastly, perform all additions and subtractions, working from left to right.

That's how I read it, too. Isn't that how it's written, though? It doesn't look anything like 48/2 x 9 + 3 to me.

Yeah, if that was what he meant, he should have written it:

[48]/[2(9+3)] to emphasis the fraction, because otherwise there's no way to tell on a computer.

Also, pheo, it isn't 48/2x9+3 it's 48/2(9+3) which makes a load of difference as to what the correct answer is.
