The clothing shops will refresh (albeit rarely), so you have very little if any excuse there.

However, regarding the weapon shop. That, you are right about.

I'm assuming he's cloning one of his files with the backup strategy he posted sometime earlier. I think you can rename your hero saves to essentially duplicate your file.
